It looks like a dirty cleanup job.
By the next morning the damaged cars had been pushed off the track. The train in the background is passing on a parallel track.
This wide shot gives you a better view of the location. Had the derailment occured another few yards down the track, the cars and cargo would have dropped on to the street below. Also, notice the car dealer at the bottom of the hill.
